There's certainly no doubt that Trump's strategy for at least the past year was solely based on his own survival.
Knowing very well that his inept governance would rule him out of a second term by the majority.
Close scrutiny over his nefarious public and personal affairs that his Presidency has attracted would then expose him to numerous litigious and possible criminal charges.
'The Steal' was a rally cry to his most fanatical disciples and his speech prior to the march on Capitol Hill was unarguably seditious. It was in fact a threat, a demonstration to all governing authorities that he welds populist power, and any attempt to sanction him could potentially provoke serious consequences.

The dilemma for the incoming administration is whether to bring Trump to account or simply to dismiss his behaviour and move on. The latter would certainly set an uncomfortable precedent.
